Edited by: Marcus Gideon on 27/06/2008 11:18:01 So first off, you want a contract that will allow Bounty kills even in High Sec. That sounds kinda interesting, except that a fair number of folks with bounties on their heads aren't even allowed in High Sec anymore.
Then your Collateral system, which sounds exceptionally expensive, is meant to keep people from killing those folks with the highest bounties? What's the point of putting a high price, if it makes it even harder to achieve. All that would do is further make bounties a mark of honor among Pirates. "I'm worth 200mil. I'd like to see somebody come up with 405mil just to take ME on!"
I especially don't like the "target receives notice" portion. That sounds like there's a ~rat~ working in the Bounty office. "Hey Joe... somebody was in here asking questions about you."
In part, I believe the notion of Bounty needs to go away entirely. The reason anyone ever used bounties historically, was to see the offender dead or captured. And here in the real world, you only have to pay the bounty once. But pod pilots die, wake up, refit, and come right back. If you're unlucky enough, you could pod someone outside their home base, and they'd grab another ship from the hanger and finish you off. So having bounties on "immortal" characters seems like a waste of time and inviting abuse as it has already seen.
If Bounties MUST continue, and people keep wanting systems like this...
1) Why not make a simple Bounty Hunter License. You pay a rediculous amount, which is nonrefundable, and get Concord's permission to shoot anyone with a price on their head. The first few kills should reimburse your license fee, and the rest is profit. Whether you want to include a ~rat~ in the system, and make you obviously a Bounty Hunter to other folks, is up for debate.
2) OR make the Bounty system affect standings. Rather than put a price, put up a vote. When enough people think you're not worth tolerating, then you're locked out of High Sec. And the only way to lift it, is with human sacrifices (namely your own). That way you can't have friends or alts vote in favor of you, and get back inside. Sure, it could be abused. But what system can't be. ---
